The answer to that question is they do not have the authority to withhold visitation. If one month of child support hasn’t been paid, or two years worth of child support hasn’t been paid, there is no contingency. One is not contingent on the other. So if child support is not being paid, one parent does not have the right to withhold visitation. There is no value associated with visitation.
